The agricultural resources are being increasingly overdrawn for the agricultural development of China, and the excessive application of chemical fertilizer has affected the land output efficiency. In this paper, with the selection of appropriate input-output indexes, the technical efficiency of chemical fertilizer application and the efficiency of land output in various provinces of China were calculated by using the stochastic frontier analysis model (SFA). Then the two are set as explanatory variables and explained variables respectively. With some related explanatory variable, the influence of chemical fertilizer application technical efficiency on land output efficiency is analyzed by using Tobit model. The results showed that the average land output efficiency of agricultural operators in China from 2014 to 2016 was 0.7731, and the technical efficiency of chemical fertilizer application was 0.3499, both of which have the potential to be increased. During the same period, the efficiency of land output increased slowly, while the technical efficiency of chemical fertilizer application decreased slowly. The technical efficiency of chemical fertilizer application, productive labor force input, planting area of crops, and the amount of agricultural subsidy had obvious positive effects on the efficiency of land output. However, non-agricultural employment rate and chemical fertilizer market price have obvious negative effect on land output efficiency. Based on the above conclusions, this paper put forward some suggestions as establishing a perfect technical guidance system of chemical fertilizer application, constantly strengthening the subsidy policy of new chemical fertilizer application, strengthening the training of specialists in the field of chemical fertilizer application, and perfecting the mechanism of agricultural administration, law enforcement, supervision, and inspection.
